This is most certainly a film about loss—the lo...。官房长官袭击事件两个月后，日本国会召开麻田总理（山本圭 饰）不信任案讨论会议。SP队员全员出动，负责政要的护卫工作。晴朗明媚的日子里，雄翔会的革命悄然展开。当伊达国雄（香川照之 饰）坐在会场内观赏眼前的政治闹剧时，尾形总一郎（堤真一 饰）率领其他部门的SP成员有条不紊地控制并隔离了国会，之后闯进会场，透过摄像机现场直播他们史无前例的革命。会场中，尾形谴责政客腐败的行径，其矛头渐渐指向仇人麻田总理，而伊达也离自己的野望更近了一步。 另一方面，井上薰（岡田准一 饰）和四系的同伴事先已被尾形支到另一地方。当得知SP的叛乱时，他们决定以一己之力维护SP的荣誉……。
